I Job summary 

Under the overall guidance of the Director of Peace and security and in collaboration with the Directors of the specialized offices; the Communication Officer coordinates and facilitates internal and external PR and communication activities on the operational level and advises on the technical  level, with the goal to strengthen the IGAD Peace and security communication objectives. 

He/she supports all the peace and security related offices with regard to communication and visibility activities and more importantly the Officer shall be responsible for the implementation of the EU-IGAD Communication and visibility plan.  The Communication Officer also facilitates media coverage of the meetings at the level of peace and security Division as guided by the Director of the Division. 

II Core Duties and Responsibilities 

  1. Participate in the Development of strategic corporate communication plans
  2. Devise and implement internal and external communications campaigns on key issues, activities and plans, which include overseeing the development, use and dissemination of communication materials such as the intra/internet, brochures, newsletters etc.
  3. Collaborate in the implementation of an appropriate media strategy and oversee the management of media relations including acting as the focal point of contact for journalists, press teams for specialized offices;.
  4. Develop crisis-management communication plans, readiness, and response capabilities consistent with IGAD‟s guidelines;
  5. Oversee and manage all key internal and external of events including visits from VIP guests (government or key opinion leaders), collaborations with third parties or onsite staff gatherings;
  6. Collaborate with other Communication officers to Develop content and regularly maintain the web sites.
  7. Plan and organize all media events, including handling inquiries and relations with the national and international media, e.g. interviews, press releases, press briefings/conferences, provision of documents, pitch stories, site visits, etc.
  8. Coordinate the production of the semi-annual and annual progress reports; preparation of the Communication chapter of the semi-annual and annual reports and the monthly updates.
  9. Develop and execute an adequate and integral communication plan for internal and
  10. external communication;
  11. Serve as the focal point for donors, potential donors, member states and all other parties who are seeking information on the activities of the IGAD.
  12. Networking with donors, partners, the public, private sector and member states for information sharing and gathering.
  13. Ensure program/project documentation is up to date and available to donors and stakeholders as stipulated in the program/project agreements.
  14. Coordinate and support the documentation of case studies, best practices etc on program activities.
  15. Prepare, edit and submit reports and proposals as per stipulated requirements. 

III. Minimum Qualifications and Experience 

  • Bachelors Degree in Communication, Marketing, Public Affairs, or any other social sciences field.
  • Five (5) years of professional experience in PR or corporate communications.
  • Training in public relations, corporate communications etc.
  • Experience in editing and managing publications and websites.
  • Experience of writing in a variety of styles to suit different media and audiences.
  • Experience in design work for print or web based media.
  • Experience working in a non-governmental/ development organizations at a national or regional level.

Language Requirements:

  • Fluency in both written and spoken English.
  • Knowledge of French will be an added advantage. 


The duration of the assignment will be for one year with possible renewal subject to good performance and availability of fund.
