I. Background and Context


The Intergovernmental Authority on Development (IGAD) is a Regional Economic Community (REC) in the Greater Eastern Africa region and is comprised of eight member states namely; Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. It is recognized by the African Union as one of the eight sub-regional economic communities, which are the building blocks of African Economic Community. Initially, it was established in 1986 as the Intergovernmental Authority on Drought and Development (IGADD) with the objective of combating desertification and mitigating effects of the recurrent drought and advancing development cooperation in the region. In 1996, the newly revitalized IGAD was launched with an expanded mandate of contributing and supplementing Member States’ (MSs) efforts to achieve food security and environmental protection, promotion and maintenance of peace and security and humanitarian affairs, economic cooperation, integration and social development and corporate development services.


In addressing its expanded mandate of comprehensive regional integration and development agenda, IGAD is guided by four strategic pillars:


Pillar 1: Agriculture, Natural Resources and Environment;

Pillar 2: Economic Cooperation, Integration and Social Development;

Pillar 3: Peace and Security;

Pillar 4: Corporate Development Services


The four strategic pillars define the operations and reflect the major IGAD intervention areas of (i) appropriate development of policies, (ii) development of information and knowledge sharing, (iii) capacity development, (iv) research, science and technology agendas, and (v) partnerships



II. The scope and functions of the Planning, Coordination, and Partnerships Division

Cognizant of its expanded role, the IGAD Senior Management has decided the establishment of a new the Planning, Coordination, and Partnership Division (PCPD) in November 2018 by merging the former Planning, Coordination Section and the Platform Coordination Unit of the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI). The PCPD leads planning, programming, monitoring and evaluation; coordination and partnership services in IGAD, In addition, the PCPD coordinates all corporate knowledge management and capacity development functions of IGAD.


2. Job Summary

Under the overall guidance of the IGAD Finance officer the Project Accountant will oversee the proper processing of programme related financial transactions as well as maintenance of records. Ensure accurate recording and reporting of financial information. Produce fund accountability statements and analyse financial information and provide advice on financial matters. Establish and maintain effective accounting control systems.

3. Core Duties & Responsibilities:

  • Financial Transactions


  • Handle all financial functions related to IGAD programmes/projects;

  • Assists/ in the preparation of Monthly & Quarterly reports

  • Assist in the preparation and monitoring of programme estimates/budget

  • Verify the correct application of contract and grant award procedures;

  • Verify the existence of adequate and reliable supporting documents for Commitments, payments and any recoveries;

  • Verify the contractual and financial details of each invoice, payment

  • Request and interim or final itemized statement of account;

  • Prepare payroll, update lists of staff and their pay,

  • Take inventory of materials and equipment financed by the project or programme;

  • Prepare and make requests for replenishment and for closure.

  • Prepare Payment Orders

  • Liaise with partners and finance unit as and when necessary


  • Accounting


  • Ensure the smooth and timely disbursement of funds.

  • Prepare documentation for audit purposes; produce audit working papers as required.

  • Research and document explanations of significant budget variances on a periodic basis


  • Reporting


  • Prepare timely and accurate periodic financial reports

  • Participate in periodic financial reviews as appropriate.

  • Perform other related duties


4. Minimum Qualifications & Experience:

  1. Bachelor degree in Accounting, Economics or related degree from a recognized Institution,

  2. Professional Accountancy Qualification CPA, ACCA from a recognized professional body (with ten years post completion of CPA, ACCA),

  3. A minimum of five years’ work experience in finance/accounting in an international or regional organizations,

  4. Three years’ experience in IGAD partners policies and procedures.

  5. Proven tact in handling External Auditors and Audit Queries.

  6. Knowledge and experiences of computerized accounting systems,

  7. High level of personal and professional integrity with strong analytical skills and ability to function well in a multi-cultural environment,

  8. Ability to deal sensitively and build effective working relations with clients and colleagues,

  9. Strong communication skill with ability to prepare, present and discuss findings in written and oral form, and

  10. More than 6 years of experience in Accounting and Finance.

5. Key Skills & Competencies:

  • Knowledge of sun systems accounting software or other accounting platform

  • Ability to work well with others under deadline situations and respond to changes in priorities.

  • Good written and verbal communication skills in English and French and strong organizational skills.

  • Ability to work independently, take initiative, set priorities. Strong service orientation.

6. Languages:


English is mandatory, French is desirable
