Duties and Responsibilities:

Under the overall direction of the Head of Administration and finance of ICPAC, the Accountant shall oversee the accounting function of ICPAC and ensures accurate recording and reporting of financial information, preparation of financial statements, analyses financial information. Establishes and maintains effective accounting control systems.

The incumbent shall:

  • Supervise and direct the accounting staff and administrative functions of ICPAC;

  • Organize the preparation, (within 3 months prior to close of year) compilation and monitoring of the budget and ensure adequate budget control practices;

  • Supervise the relevant accounts staff preparing Journal Entries (JE) and posts them on a daily basis

  • Code and post journal voucher entries into general ledger.

  • Prepare and manage VAT to ensure tax compliance.

  • Update and review various account reconciliations to ensure correctness.

  • Process and remit relevant taxes and levies as required.

  • Review payroll run reports to ensure reliability and effect in payroll journals.

  • Monitor and reinforce internal controls.

  • Perform standard accounting and disbursement functions such as disbursement of funds to ICPAC supported activates; General ledger maintenance reconciliation and posting regularly but at the minimum on a quarterly basis;

  • Responsible for validation of all accounting transactions in ICPAC

  • Analyses General ledger transactions and prepare Quarterly reports for ICPAC Management and submission to IGAD headquarters by 20th of the month proceeding the end of the quarter

  • Preparation of annual financial statements in line with IPSAS and application of GAAP in all accounting processes

  • Maintain the different registers of ICPAC , including the fixed-assets register;


Minimum Qualifications:

  • Candidates must have a degree in commerce/Accounting from a recognized academic institution and a professional accountancy qualifications from a recognized institute ,ie, CPA or ACCA (5) five years Practical working experience in accounting environment;

  • Computer skills and experience with sun system/ other accounting software is essential;

  • Good oral and written communication skills

Language requirements:

Fluency in English (both oral and written) is required. French is an added advantage.
