The contract is for a period of 1 year, renewable at the end of the period, based on the availability of funds and satisfactory performance.




The IGAD Center of Excellence for Preventing and Countering Violent Extremism (ICEPCVE) was officially established in October 2016 and was inaugurated on April 25, 2018 in Djibouti.  The Center is IGAD’s key vehicle for implementing the IGAD Regional Strategy for Preventing and Countering Violent Extremism in Eastern Africa (2017) and provides a regional framework for coordination and deepening the understanding of the causes and prevention of violent extremism.


ICEPCVE is located in Djibouti.  The Center is mandated to facilitate, build and enhance partnerships between state and non-state actors; to support and capacitate the numerous locally led efforts to build community resilience against violent extremism across the region; and to deliver training in preventing and countering violent extremism (P/CVE), as well as, coordinate and leverage activities by partner organizations to develop broader expertise and practice.


The Center is the premier regional platform for training, collaboration, knowledge sharing and research on P/CVE in the Horn of Africa.


The Centre’s core functions include:

·       Training and Learning/Capacity Building: To provide training and practical tools to enhance the capacities of government and non-government stakeholders to design and implement effective programs and policies to prevent and counter violent extremism.

·       Convening and Connectivity: To provide a dedicated platform to facilitate focused discussion, as well as, collaboration and coordination among national and local actors, civil society, researchers and community leaders involved in P/CVE.

·       Counter-Messaging and Strategic Communication: To build the capacity of credible local partners to develop and disseminate alternative narratives and countermessages, or to amplify existing ones.

·       Research and Innovation: To catalyze more research to gain a deeper understanding of the localized drivers of violent extremism, and developing new ways to effectively counter it.


ICEPCVE has four units to fulfill the above-mentioned functions: Training and Capacity Building; Research and Analysis; Civil Society Engagement and Community Outreach; and Strategic Communication.


To assist in achieving the ICEPCVE core functions, the Center wishes to recruit a result-driven Head of Civil Society Engagement and Community Outreach Unit.


Key Responsibilities


Reporting to the Director ICEPCVE, the Head of Civil Society Engagement and Community Outreach  Unit will be responsible for the following:

·       Establish, expand and maintain vibrant P/CVE networks of civil society actors, youth groups, religious leaders and women, among other non-state actors, in IGAD countries plus Tanzania.

·       Maintain and expand the ICEPCVE civil society Digital Hub.

·       Develop and operationalize strategies that facilitate the engagement of, including trust building between state and non-state actors in P/CVE in the IGAD region.

·       Develop a framework that allows civil society and community stakeholders to access resources and undertake P/CVE activities.

·       Identify and support the development of P/CVE credible voices among local community actors in the IGAD region.


Position Requirements


·       An advanced degree in social sciences, international development, political science, peacebuilding and war studies or other related field.

·       Seven to 10 years professional experience managing and implementing development projects focused on P/CVE, conflict mitigation, peacebuilding or other related activity.

·       Demonstrated ability to work effectively with communities, civil society and other stakeholders.

·       Awareness and sensitivity regarding civil society, community, gender and youth issues in the region.

·       Ability to manage and relate well with people from different cultures and religions.

·       Ability to communicate effectively both orally and in writing.

·       A good knowledge of the socio-political dynamics of the region and the complex conflicts playing out in the region.

·       Strong planning and organization skills.

·       Ability to use social media.




Mastery of English is essential. Good knowledge of French, Kiswahili, Somali or Arabic will be an asset.
