Job Summary

 Under the overall guidance of the CTSAMM Chairman, the Chef of Finance and Administration develops a strong and practical set of controls and processes; set standards of excellence in all areas of administration, accounting; budgeting and reporting of the day-to-day and longer term of financial operations of the CTSAMM. He or She will make sure that all financial and administration activities are in line of the overall IGAD rules and regulations as well as partners requirements as deemed necessary.

Core Duties & Responsibilities 

  • Plan, organize and coordinate the financial and administration activities and supporting information systems of the CTSAMM including human resource, budgeting, receipt of revenue, expenditure of funds and conservation of assets;
  • Maintaining standard financial records and books of accounts as per IGAD financial rules and regulations and donor requirements;
  • Oversee the financial operations of the CTSAMM and ensure timely and accurate financial reports including cash management, financial disbursements, ledgers etc.
  • Manage the payroll function and ensuring efficient systems, process and controls;
  • Prepare quarterly, Semi-annual and annual work plan and cash flow;
  • Prepare comprehensive annual financial statements, financial reports and fund accountability statements;
  • Facilitate CTSAMM internal and external audit activities by providing all necessary documents and information requested by the auditors review and analyze results of the audits and take necessary measures accordingly.
  • Ensure that budgets and management accounts accurately reflect the business activity, that accruals and other adjustments are being made correctly, that variances from budget and other issues are investigated and resolved.
  • Manage financial controls, prepare and analyze budgets and financial performances to provide a recommendations to the CTSAMM Chairman to enhance financial controls and budget execution;
  • Provide financial inputs for logistics, travel and other areas of administration;
  • Prepare and submit annual activity based project budgets as well as Monthly and quarterly financial reports;
  • Ensure financial records and systems are maintained in accordance with generally accepted accounting standards;
  • Participates at the CTSAMM management meetings and provide necessary financial and administration performance reports as may be necessary;
  • Maintain close working relationship with the finance and accounting unit of IGAD-South Sudan Office and submit all the necessary reports.
  • Ensure that recruiting processes are consistent and streamlined.
  • Establish and manage a comprehensive training program to educate employees regarding staff tools, policies and procedures.
  • Work closely and transparently with all external partners including third-party vendors and consultants.

  • To be responsible and report on the overall business risk assessment and management process of the organisation, ensuring with the director, that the Partners adequately assess and document risks faced by the organization in line with the requirements of the organization commission.

  • Perform other related duties that may be assigned by the CTSAMM Chairman and/or the IGAD concerned authorities.

 Minimum Qualifications and Experience 

  • Masters Degree directly related with accounting, finance or related filed.
  • Professional accounting qualifications like CPA, ACCA or other recognized professional accounting qualification is
  • 10 years of direct work experience, 3 of which should be at senior level.
  • Experience in planning and budgeting an international organization.
  • Previous experience of running a finance function including payroll, VAT, Payments, banking arrangements, accounts preparation and other accounting transactions, adhering to proper controls and processes.
  • Experience in devising and implementing strategic development and resource plans, particularly in the areas of service development, staff development and the management of change.
  • Experience of working with an International remit.
  • Experience as Supervisor in business organization.
  • Demonstrated experience and understanding of P&L and Cash Flow.
  • Analysis and reporting and trend Analysis and forecasting.
  • Experience of liaison with external auditors and management of an annual audit process.
  • Thorough understanding of International Financial Reporting Standards and various regional statutory requirements and their application.

 Key Skills and Competencies 

  • Knowledge and ability to work with different financial controls, systems and regulations including taxation requirements, financial reporting requirements of development partners, etc.
  • Good understanding of accounting principles including accrual accounting, reconciliations, general ledger journals, preparedness to learn more complex Principles proactive team player and self-starter who can demonstrate initiative with excellent organizational, team management and communication skills.
  • Knowledge of Sun Systems or ERP Solutions, public finance regulations and key donors’ financial reporting requirements
  • Strong financial management and accounting skills and business acumen.
  • Commercially astute and able to effectively communicate complex financial data and information to managers with non-financial expertise.Well developed decision making ability.
  • Ability to work with different schedules and to meet stringent deadlines.
  • Ability to work in a multidisciplinary environment.
  • Knowledge of English is required.
  • Strong planning and administration skills.
  • Excellent analytical skills.
  • Strong follow through ability and attentive to details.
  • Strong communication and interpersonal skills.
