The IGAD region stretches over an area of 5.2 million km2 that comprises of countries from the East and Horn of Africa region including; Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. As part of the effort to deliver its mandate, IGAD has devoted considerable resources and energy towards peace, security, stability and regional integration. In 2012 IGAD established the Mediation Support Unit (MSU) to undertake mediation efforts and provide support to mediation interventions in order to mitigate violent conflicts. The MSU works on conflict prevention through preventive diplomacy and mediation, strengthening the capacities of member states in conflict prevention, peace building and mediation. This entails working with a wide network of organizations and experts in order to effectively respond to conflict situations as they arise as well as mitigate the recurrence of conflicts.

As a Regional Economic Community, IGAD has been disseminating information on agricultural developments, environmental issues, economic and social development, as well as peace, security and humanitarian affairs. It is observed that the efforts of the region, and those of IGAD are not well document and readily available to the regional research instruments. It is also noted that documentation is done in form of annual report which is hardly published for public consumption.

It is evident that documented knowledge and research is limited in the region. Moreover, the available knowledge and research is based with international organizations, think-tanks, research centers and institutes. This knowledge should be available to regional scholars, researchers, students and theoreticians.

IGAD MSU developed blue print documents that support the functioning of its structures, mediation efforts in the region as well documents that guide mediation interventions in the IGAD region. Key among the documents are the Strategic Guidelines on Mediation and the Protocol of IGAD on Preventive Diplomacy and Mediation, among others. The Unit has also developed Roster of Mediators and Roster of Technical Experts structures.

Additionally, Mediation Support Unit conducted several assessments on the capacities of National institutions on Preventive Diplomacy and Mediation; and the role and capacities of women in conflict prevention and mediation. The Unit has as well published blue print documents that guide mediation efforts, reports from its past activities such as the reports of the High Level Retreats, as well as National Capacity Assessments on Conflict Prevention and Mediation Frameworks.

It is observed that these important documents are only available in hard copies with limited access and minimal dissemination.

Against this backdrop, it is important that the organization develops systems and mechanisms that can collate, digitize and store relevant knowledge in the fields of conflict prevention, peace-building and peace-making. The IGAD MSU will develop a knowledge management. 


Under financing from JFA and Knowledge Management budget The IGAD Mediation Support Unit would like to hire a consultant to develop a holistic knowledge management platform. The platform will entail a web portal, a knowledge management manual, a full functional database of the Roster of Mediators and Experts among other functions. 


  1. The qualified candidate should have at least a minimum of a University Master’s Degree in; Computer Science, Information Technology, Knowledge Management, and/or Communications
  2. At least 5-10 years’ experience in knowledge management and developing websites.
  3. Good comparative knowledge and understanding of, digital media, digital communication and knowledge management
  4. Good knowledge of the mediation efforts within the IGAD region together with extensive knowledge on mechanisms for information sharing.
  5. Solid understanding of the concepts of user experience, user interface design principles and conceptual design.
  6. Expert knowledge in HTML, PHP, CSS and JavaScript.
  7. Experience with scripting languages such as Python and Perl
  8. Knowledge of Bootstrap, jQuery and AngularJS.
  9. Knowledge and experience of Content Management Systems, particularly WordPress and Joomla
  10. Strong understanding of data modeling and storage 


The assignment will be phased over a two months period and will be undertaken in the phases outlined below. Background documents will be provided to enable the successful candidate to develop a design specifications, which will be implemented upon approval.
