REQUEST FOR EXPRESSION OF INTEREST (REOI)
INDIVIDUAL CONSULTANT FOR CONSULTANCY SERVICE TO Conduct Situational Assessment of the Regional Cross Border Health Policies in IGAD Member States.
IGAD region experiences migration and cross-border mobility due to economic uncertainties and political conflicts. Cross-border mobility of CBMPs is often accompanied by movement of diseases. CBMPs face major barriers to access of basic healthcare needs due to the complex socio-political dynamics of the public health system in the context of migration and cross-border mobility. While it is easy for clinical and public health workers to provide healthcare needs to a static population, the health outcomes for CBMPs is often difficult to monitor and implement.
Cross-border mobility of diseases not only affects regional economy but also carries health risks to millions of people in the region. The health implications for cross border mobility are both obvious and subtle. The Ebola virus epidemic in West Africa was clear example of how communicable diseases can spread due to cross border human migration. Therefore, it is important to protect the health of public from influences of migration. There is therefore a need develop a regional health policy that address the above challenges and will identify and address the health concerns of vulnerable mobile population especially women, children and adolescent people among the CBMPs.
IGAD has received a financing from USAID and intends to apply a part of the fund to finance developing a regional health policy IGAD hopes to contribute to reduced regional health disparities and risks associated with cross-border mobility of people in an effort to reduce maternal and child morbidities, improve unmet need for family planning amongst women and girls and mortalities and prevent outbreaks of communicable diseases, Prevent and control tuberculosis and HIV as well as reduce and control the movement of Substandard Falsified Medical Products
THE OJECTIVES OF THE ASSINGMENT
The main purpose of the assignment is to support The IGAD health and social Division in the development of an IGAD Regional Health Policy on Cross Border Health which will be done in two phases/assignments. In this assignment, the consultant will be recruited to review the current IGAD Member States Health policies and provide policy options for the IGAD Regional Cross Border health Policy with focus on CBMPs health issues.
The consultant is expected to produce the following deliverables:
- Inception report including situation anaysis tools and checlist for document collections;
- Draft Siutation anyslis report
- Final report with the policy options
QUALIFICATION AND EXPERIENCE REQUIREMENT
- Education: Post Graduate Degree in Health Policy, public health, international and global health and any other similar health related degree.
- Minimum of 10 years' experience in policy development and strategic planning within the health sector
- Sound understanding and application of policy concepts, methodologies and tools.
- Good analytical and report writing and communication and facilitation skills.
- Good interpersonal skills and Good computer literacy.
Languages: The candidate for this assignment needs to be fluent in English and have excellent drafting skills. French will be an added value.
DURATION OF THE ASSINGMENT
The assignment proposed will take not more than 40 days spreading over (3) Months (January through March 2019).
The consultant will work closely with the Communication Officer and will from time to time submit and share the progress of activities as agreed.
IGAD Secretariat now invites eligible Individual Consultants with the requisite experience to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance to IGAD Procurement Manual 2017.
