IGAD Institutional Strengthening Action Plan (ISAP) initially launched in October 2009 as a polite phase and updated in 2012 to phase II. A third phase of the ISAP covering 2016-2020 was launched in January 2016. The overall objective of the strategic partnership of ISAP is to strengthen IGAD capacity to deliver on its mandate of peace, prosperity and regional integration.
IGAD mobilizes resources to implement ISAP III activities through a Joint Financing Arrangement (JFA) and other bilateral agreements/ arrangements. The JFA sets conditions for the operationalization of a pool funding mechanism established between IGAD and four partners. The purpose of the JFA is to support implementation of the ISAP and to serve as a coordinating framework for consultation between IGAD and the pool funding Partners.
IGAD intends to apply a part of the fund from JFA for consultancy services to select Individual consultant to conduct a MTR of ISAP III 2016-2020 and associated JFA and bilateral funding mechanisms.
THE OJECTIVES OF THE ASSINGMENT
The MTR of ISAP III 2016-2020 and associated JFA and bilateral funding mechanisms will provide IGAD management, development partners and other stakeholders with important information on the status of the implementation process of the IGAD ISAP programme and recommendations for consolidation of achievements and adjustments to be made in enhancing IGAD’s institutional capacity.
QUALIFICATION AND EXPERIENCE REQUIREMENT
Education: Master Degree in social sciences or development and related fields.
Work Experience: 7-10 years of professional experience in organizational/ institutional development.
- Professional experience in development planning at policy as well as programme implementation level
- Extensive experience in conducting similar assessments (knowledge and proven ability in the areas of organizational/ institutional assessments)
- Prior work experience with IGAD Secretariat and relevant experience from working in the Horn of Africa region
- Comprehensive experience with Log Frame planning, results based management, monitoring and evaluation and Joint Financing Arrangements.
- Good communication skills and experience in conducting stakeholder workshops
- Proven experience in report writing.
Languages: The candidate for this assignment needs to be fluent in English and have excellent drafting skills. French will be an added value.
DURATION OF THE ASSINGMENT
The assignment should be undertaken within Twenty five (25) Calendar days.
